The user manual says it can read up to 25V but can it electrically handle say 30V and just give a reading of 25V? I'm looking at a 24V battery system which will likely exceed 25V at times.

The user manual doesn't say it can read up to 25V, what it says is the low voltage threshold can be set to a value up to 25V.
There is a 57:1 voltage divider between the VIN pin and the ADC, and Witty Pi's firmware uses 1.1V as internal voltage standard. So the VIN pin can measure up to 62.7V.
