The dummy load is using your Raspberry Pi as the load, and the MCU can only decide how frequently and for how long the load is connected to 5V.
There is no direct way to change the current but you may connect an additional resistor between the 5V and GND pins in Raspberry Pi's GPIO header, that will increase the current (for dummy load and also for normal usage).
Connecting a 82 Ohms resistor will increase about 61mA current. The smaller the resister is, the bigger current it will add, but more energy will be wasted, and the resistor itself should also be able to bear that power consumption.
